Goodin's Grocery robbers caught
By Greg Bird

Three suspects have been arrested and charged with a Sunday evening armed robbery in Parkers Lake.

The Kentucky State Police is reporting that Morgan D. Wallace, 29, of Burnside, KY, has been arrested and charged with Robbery First Degree in connection with the hold up that took place around 5:00 p.m. Sunday night following an investigation into the robbery. Wallace also faces charges of Possession of Marijuana, DUI 2nd Offense and Operating a Motor Vehicle on a Suspended or Revoked License.

Two other suspects, Megan O. Sharpe, 20, of Burnside and Geneva S. Goodin, 42, of Parkers Lake were also arrested and charged with Conspiracy to Commit Robbery First Degree.

According to Authorities, Wallace entered Goodin’s Grocery on Mill Creek Road, armed with a handgun, around 5:00 p.m. Sunday night and demanded money from the clerk on duty. Wallace fled the store with an undisclosed amount of money.

Following the robbery, authorities began an extensive search of the area to attempt to locate the suspect, but he had apparently managed to escape with the aid of the other suspects.

KSP Trooper Craig Reed and McCreary County Sheriff’s Department Detective Bob West interviewed Mrs. Goodin and she managed to positively identify the suspect out of several photographs. Wallace and Geneva Goodin had apparently been in the store earlier that day and Mrs. Goodin was able to recognize Wallace from a mug shot.

Wallace and Sharpe were arrested after a traffic stop on Hwy 90 after it was discovered Wallace was wanted on an outstanding warrant. Geneva Goodin was arrested on a DUI charge following a traffic stop near her Bee Rock Road home.

All three suspects are being lodged in the McCreary County Detention Center under a $100,000 bond. The cases are expected to be brought to the McCreary County Grand Jury to seek indictments against the trio.

Officers have recovered the handgun believed to have been used in the robbery as well as Wallace’s jacket he wore in the commission of the crime.

Tax bills could be out by Nov. 1
By Andrew Powell

County officials are hoping to have tax bills prepared for mailing by the first of November.

Bruce Lominac, McCreary County Property Valuation Administrator, said last week he is waiting for the Fiscal Court to set this year’s property tax rates. Once that is complete, he can have tax bills printed and submitted to the sheriff for mailing.

“It is my goal to get everything finalized in the coming days so tax bills can be printed and ready for the sheriff by the first of November,” Lominac said.

Lominac told Fiscal Court members last week after some delay in the process, assessments for this year have been finalized and certified by state officials. His assessments were state certified on October 5.

Lominac told local media representatives earlier this year he took office as PVA only to discover various problems that have ultimately delayed the issuance of this year’s tax bills. Lominac said that first off, deeds from 2006 had not been processed. State law requires items from the previous year to be finalized, before assessments can move forward for the current year. Assessments also did not meet the required “sales ratio,” which requires actual sale price of a property tract to come within a percentage of the recorded assessment. State officials worked with him to correct that problem. He also had to wait on the sheriff to offer his quietus to the Fiscal Court, something somewhat complicated by both Randy Waters and Gus Skinner serving as sheriff this year.

Lominac had to file for an extension in finalizing 2007 assessments but says everything within his office is now on track despite the delay. Lominac told The Voice bills may be issued somewhat later than usual this year, but improvements within the office should allow “bills to come even earlier next year.”

“Next year, it is my goal to have tax bills printed and ready to be mailed by October 1,” Lominac said.

Lominac said last week that he can begin printing the 2007 tax bills within 24 hours of receiving the 2007 tax rates from the Fiscal Court. Lominac handles property assessments in the county, but the Fiscal Court is responsible for setting or approving the tax rates of special taxing districts.

McCreary County Judge-Executive Blaine Phillips said last week that he hopes to hold a special session later this month to set those rates. Some taxing agencies have submitted their proposed rates to his office, Phillips said, but he is awaiting 2007 rates from the school district and library.

“Based on information I have received from those agencies, I expect to hold a meeting later this month to set tax rates so the PVA can move forward with printing tax bills,” Phillips said.

Judge Phillips added the county tax rate would not change this year and remain at .10 per $100 of value on assessed property.

Once tax bills are printed, Lominac said they are forwarded to the McCreary County Court Clerk so the sheriff can take receipt of the bills. It is the sheriff’s duty to disburse property tax bills and collect taxes.

Lominac did say that the payment schedule for property taxes is based upon the issuance of the bills and not a standard state schedule. So, even though the bills are hitting mailboxes a little later this year, citizens will have the same period of time to pay their taxes, including a period to receive a discount for early payment and a period to pay without penalty.
